I know there must be a place to do this, and have looked through all the modules, but can't find where to modify the categories in the footer.

Can someone please remind me how to do this?

I am not very clear what is your question.
but it seems not related to our modules, I suggest you post your questions to PrestaShop forum and it is better to make it more clear.

I should reword this to say:

How do I modify the POSITION of the CATEGORIES COLUMN in the FOOTER.
Note that at the moment there are TWO COLUMNS.
One is on the left, and the correct one is in the MIDDLE, AT THE BOTTOM.

I think this from a module called Block Category module - prestashop original module.
You can try modify this at the module configuration.
