I have used Agile PrestaShop Paypal module with my store,I want to know if it can set the min purchase amount for my store.I need your reply as soon as possible,thanks very much.

Agile Paypal is payment module, it does not control the order limit.
I think order amount limit should be handled in shipping cart.

You can try to hide the checkout button based on total in shopping cart.

Also how does it manage shipping costs? Where is the customer shown shipping costs before payment?

Yes, the module works in both scenario when user is logged or not logged.

Also how does it manage shipping costs? Where is the customer shown shipping costs before payment?

there is country list and state list (if applicable) for user to choos location.
And there is also a carrier list that is available to the selected locations above.
User can choose the carriers from the list. All those are selectable in drop down list, so user only need to have few click to go to payment page.

Those should be able to controlled by shopping configuration.
You can set each carrier for only selected zones. For example, you can set the free shipping carrier for HK only. In this way, the carrier will automatically be hidden from the customer if customer choose the location as USA or any other region that out of HK.

I don't think it is necessary to do so, because it means user will need to go one more step than current.

- If your store only have one carrier, you can hide carriers and country/state, in this way, the only left is the message and "Express Checkout" button, it is the way you wanted.

- if user has to choose carrier and country, then user has to go 2 steps (2 screens), it is more steps than current one.

Can you explain why the country is needed? I do ship to other countries, but why does Paypal need to know country? That information is already in the Customers Paypal account. Sorry for my ignorance.

Usually with Paypal Express the person just checks out without having to enter country.
