I need to create category which is NOT visible to sellers

Like the title says, I need a product category that does not appear in the list when a seller assigns products to categories. However it should appear in the backend if SuperAdministrator wants to assign certain products to that category.

Real world use:
I need a category "Winter offer" so I (the SuperAdministrator) can attach products of sellers to that category and then use a product slider to show those products (in the slider I will select the category and it will load the products attached).
The category "Winter offer" shuld not be seen by sellers when editing product associations.

Can this be done?
